Treasury Turns to Prepaid Debit Cards for Tax Refunds

The Treasury Department is launching a pilot program to deliver tax refunds via prepaid debit cards rather than checks.
The plan aims to cut down on the administrative costs associated with checks and to help lower-income taxpayers without bank accounts, The Wall Street Journal said.
The government will send letters to about 600,000 low- and moderate-income taxpayers inviting them to activate a debit card that can receive direct deposits.
The U.S. issues about 45 million paper checks for tax refunds each year. Each check costs the government about $1, while each direct deposit costs about 10 cents.
“My goal, one that’s been talked about for many years, is to get out of the check-payment business,” said Richard Gregg, Treasury’s Fiscal Assistant Secretary.
The government is also working to lower the cost of financial services for consumers who don’t have bank accounts. Many of these people rely on expensive neighborhood check-cashing outlets, making it more difficult for them to save money.
The new Treasury pilot program will provide some consumers with a debit card that has many features of a checking account, including free bill paying and ATM withdrawals.
“They can use it in an ongoing way to pay bills, save money, get cash and have a real basic, robust, safe and convenient transaction account,” said Treasury Financial Access Innovations Director Joshua Wright.

U.S. Aims to Make School Lunches Healthier

Trying to fight the growing child obesity epidemic, new federal guidelines proposed Thursday focus on making school lunches healthier.
The new guidelines, from the U.S. Department of Agriculture (USDA), would be the first such changes in 15 years and include cutting salt and fat and adding more fruits and vegetables to school cafeteria fare.
“A huge part of children’s lives are spent in school, and about half of the calories they eat come from school meals,” noted Samantha Heller, a dietitian, nutritionist, exercise physiologist and clinical nutrition coordinator at the Center for Cancer Care at Griffin Hospital in Derby, Conn.
“Having healthier fare in the schools is a critical step in giving children the education and experience of healthy foods and reducing the risk of many chronic diseases and obesity,” she said.
In addition, the new guidelines call for more whole grains and the use of low- or nonfat milk. They would also limit the amount of starch to one cup of starchy vegetables a week, so french fries wouldn’t be on the menu every day, according to the Associated Press.
The nation may have a financial incentive to boosting the health of school meals, too. “If we don’t contain obesity in this country, it’s going to eat us alive in terms of health-care costs,” USDA Secretary Tom Vilsack told the AP.
According to 2008 statistics from the U.S. Centers for Disease Control and Prevention, nearly 17 percent of children and adolescents 2 to 19 years old are obese.
The new school meal guidelines, which could affect more than 32 million children, are based on recommendations from a 2009 report from the Institute of Medicine, a branch of the National Academy of Sciences.
The change in guidelines comes just weeks after President Barack Obama signed the child nutrition bill, which will help schools pay for the healthier foods, which can be more expensive.

FDA Orders Acetaminophen Limits in Combination Pain Killers

The Food and Drug Administration said Thursday that it will ask combination prescription drug manufacturers to limit the content of the common pain reliever acetaminophen in their products.
The new stipulation, which also requires companies to warn consumers of “the potential risk for severe liver injury” associated with the drug, will limit acetaminophen levels to 325 milligrams per dose.
“FDA is taking this action to make prescription combination pain medications containing acetaminophen safer for patients to use,” Dr. Sandra Kweder, deputy director of the Office of New Drugs in FDA’s Center for Drug Evaluation and Research, said in the statement.
“Overdose from prescription combination products containing acetaminophen account for nearly half of all cases of acetaminophen-related liver failure in the United States; many of which result in liver transplant or death.”
Acetaminophen is often combined with other pain relievers and is found in many prescription and over-the-counter medicines including Tylenol with Codeine, Percocet, and Vicodin.
“There is no immediate danger to patients who take these combination pain medications and they should continue to take them as directed by their health care provider,” added Kweder. “The risk of liver injury primarily occurs when patients take multiple products containing acetaminophen at one time and exceed the current maximum dose of 4,000 milligrams within a 24-hour period.”

Study Tying Vaccine to Autism Was `Not a Hoax,’ Researcher Says

The author of a study linking vaccine for measles, mumps and rubella to an increased risk of autism said the research was “not a hoax,” contrary to reports in the British Medical Journal calling the findings a fraud.
Andrew Wakefield, who led the study published in The Lancet in 1998 and retracted last year, said he stands by the paper’s methodology and results, which have been duplicated in five other countries, according to a statement released today.
“My research and the serious medical problems found in those children were not a hoax and there was no fraud whatsoever,” Wakefield said. “Nor did I seek to profit from our findings.”
Each of the dozen cases included in the study led by Wakefield at the Royal Free Hospital in London and published in 1998 in the Lancet was misrepresented or altered, journalist Brian Deer wrote in the BMJ article published Jan. 6. There’s “no doubt” the fraud originated with Wakefield, BMJ editors concluded after reviewing Deer’s work.
The journal on Jan. 11 published another article by Deer saying that Wakefield “intended to make huge sums of money” from the research by selling diagnostic testing kits and other products.
Ten of Wakefield’s 12 co-authors on the Lancet paper backed away in 2004 and the journal retracted the study last year, saying some of the claims “have been proven to be false.”
The Lancet retraction left “the door open for those who want to continue to believe that the science, flawed though it always was, still stands,” BMJ editors wrote in an editorial accompanying Deer’s report. “We hope that declaring the paper a fraud will close that door for good.”

Journal Claims Profit Motive Helped Fuel Autism-Vaccine Scare

In the second installment in a series for the BMJ, investigative journalist Brian Deer lays out evidence that a search for profits helped drive medical work that asserted a vaccine against measles, mumps and rubella was linked to autism.
In the first piece for the British Medical Journal, Deer asserted the data behind a 1998 study in the Lancet, withdrawn last year, were worse than wrong — they had been manipulated.
Now Deer writes in more detail about Dr. Andrew Wakefield’s big plans to make money from the work. There was support for the research from a lawyer with ambitions to launch product liability suits against vaccine makers. But other business ideas ranged from a company that could commercialize new clinical tests to development of a modified measles vaccine.
Before the various ventures got traction, Deer writes, questions about Wakefield’s work mounted and eventually did them in.
University College London, where Wakefield worked on the medical faculty, sent a tough letter in late 1999 raising questions about the collision of his academic work and budding business venture:
This concern arose originally because the company’s business plan appears to depend on premature, scientifically unjustified publication of results, which do not conform to the rigorous academic and scientific standards that are generally expected.
This ended Wakefield’s commercial deals, Deer writes, and Wakefield never pursued research to bolster his original claims and satisfy UCL’s concerns.
Deer goes on, “His vaccine plans — predicably — went nowhere. And when I put these matters to him, he and his lawyers acknowledged receipt but offered no further response.”

Gardasil Exposed – Deadly Vaccine Pushed on Millions of Young Boys and Girls Worldwide

Gardasil is a vaccination that has been linked to multiple deaths and over 8,000 adverse reactions. Recently, the FDA approved this deadly injection to be used against anal cancer. This means that in addition to pushing Gardasil on millions of young men and women to “prevent” the human papillomavirus (HPV), Gardasil is now marketed towards men and women up to age 26 as a “preventative” tool against anal cancer. As of January 2010, Gardasil has been linked to 49 deaths and countless side-effects, while cancer associated with HPV is only responsible for 1% of all cancer deaths. Why then, is it being recommended to millions worldwide?
As of June 2009, 15 million girls have been injected with the Gardasil vaccine. Out of 15 million people, 49 deaths may not seem like a lot. Unfortunately, however, there are many more cases of extreme side effects from the vaccination. In fact, the amount of adverse reactions was so high that Judicial Watch, a group that claims to expose government corruption, was forced to step in. Between May 2009 and September 2010 alone, Gardasil was linked to 3,589 harmful reactions and 16 deaths. Of the 3,589 adverse reactions, many were debilitating. Permanent disability was the result of 213 cases; 25 resulted in the diagnosis of Guillain-Barre Syndrome; and there were 789 other “serious” reports according to FDA documents.
In August 2008, the Centers for Disease Control (CDC) required all female immigrants between the ages of 11 and 26 to receive at least one dose of the Gardasil vaccination if they planned on entering the United States. The enforcement was due to a law created in 1996 that required immigrants to receive any vaccination that was recommended by the United States government. The difference between the citizens of the U.S. and the immigrants seeking refuge within the country, is that the citizens can refuse any vaccination they do not wish to receive. While the requirement was lifted on December 14, 2009, countless immigrants were affected. This held especially true for the female immigrants who intended to have children. According to reports, 28 women experienced miscarriages within 30 days of receiving the Gardasil injection. In response, the FDA said it is not worth investigating. Going against the FDA claims that Gardasil was completely safe, some government officials expressed concern over the fact that Gardasil was ever recommended for U.S. citizens.
“If we had known about it, we would have said it’s not a good idea,” said Jon Abramson, the former chairman of the CDC’s Advisory Committee for Immunization Practices.
Dr. Diane Harper was the lead researcher during the creation of both Gardasil and a similar vaccine, Cervarix. Leading the research team gave Dr. Harper an inside look at the effects of Gardasil, which she has been exposing for over a year. Dr. Harper said that Gardasil would do very little to fight cervical cancer, and at the very least it should not be recommended to children younger than 15.

Man Fined $5,200 For Growing Cucumbers in Basement

Mission, British Columbia, resident Len Gratto recently experienced the wrath of local city officials who fined him $5,200 for growing cucumbers in his basement. Under current laws, municipal regulators are permitted to enter premises on suspicion that a homeowner is illegally growing marijuana — and even if no pot is found, they can levy the fines anyway.
“It’s upsetting they can do this,” explained Gratto to The Province. “We were growing cucumbers in the basement because they wouldn’t take outside.”
Several other area residents have been wrongly targeted by officials and levied fines for engaging in legal activities as well, including Stacy Gowanlock who was order to pay roughly $10,000 in fees and “repair orders” because investigators found traces of “dirt” in her basement and “a furnace pipe going up into the chimney, where it should be.”
The grow-op bylaw programs used to search properties on the marijuana suspicions state that municipal inspectors can enter homes simply because they use excessive amounts of water. Once inside, there is no requirement that inspectors find any actual evidence of marijuana — they are free to levy fines if they determine the presence of what they determine to be “residual” evidence, such as soil or even high mold counts. And if residents fail to comply with the unreasonable orders, they could have their house deemed unsafe and unsellable by local officials.
Gratto, Gowanlock and others have signed on to a class-action lawsuit that says such searches are a violation of citizens’ rights. The entire process is a scam, say residents, and they would like to see the program eliminated.
Councilwoman Jenny Stevens told reporters that she no longer supports the program, despite supporting it initially, because at least half of those inspected are innocent. But in the end, they still end up having to pay lofty fines and suffer the embarrassment of having their homes raided as if they were illicit drug dealers, which is ultimately doing more harm than good.

Green Tea Better at Preventing Cancer and Dementia Than Previously Thought

For years, NaturalNews has covered the mounting research linking green tea and its extracts to a host of disease-fighting benefits — from halting the progression of chronic lymphocytic leukemia and reducing the risk of cardiovascular disease to protecting the oxygen-deprived brain from memory loss and preventing breast cancer. It almost sounds too good to be true, right? Actually, a new study has revealed that green tea is an even more incredible natural health enhancer than anyone knew previously.
Scientists at Newcastle University in the United Kingdom have just discovered that when green tea is consumed, the digestive process in the gut creates powerful chemicals that work to protect the body against two of humankind’s most dreaded diseases — Alzheimer’s and cancer. The research, headed by Dr. Ed Okello, was recently published in the academic journal Phytomedicine.
The British scientists set out to see if the protective properties attributed to phytochemicals found in undigested, freshly brewed green tea are substantially active in the body once the tea is consumed. Dr Okello explained in a statement to the media that just because we eat or drink something that is generally accepted to contain healthful properties, that doesn’t mean these compounds will actually be absorbed by the body.
“What was really exciting about this study was that we found when green tea is digested by enzymes in the gut, the resulting chemicals are actually more effective against key triggers of Alzheimer’s development than the undigested form of the tea,” Dr Okello, of Newcastle’s School of Agriculture, Food and Rural Development, said in the press statement. “In addition to this, we also found the digested compounds had anti-cancer properties, significantly slowing down the growth of the tumor cells which we were using in our experiments.”
Dr. Okello’s Newcastle team worked in collaboration with Dr. Gordon McDougall of the Plant Products and Food Quality Group at the Scottish Crop Research Institute in Dundee where technology has been developed which simulates the human digestive system. By using this high tech system, the researchers were able to analyze what happens to green tea once it is digested.
Earlier research has already shown that natural compounds known as polyphenols found in both black and green tea have neuroprotective properties. They bind with two toxic compounds (hydrogen peroxide and a protein known as beta-amyloid) known to play a role in the development of Alzheimer’s disease. For part of their new study, the research team conducted experiments in the lab using cells exposed to varying concentrations of the different toxins as well as digested green tea compounds. They also looked to see the impact of digested green tea on cancer cells.
The results? The digested green tea chemicals prevented the Alzheimer’s disease-linked toxins from destroying normal cells. “We also saw them affecting the cancer cells, significantly slowing down their growth,” Dr. Okello stated. “Green tea has been used in Traditional Chinese medicine for centuries and what we have here provides the scientific evidence why it may be effective against some of the key diseases we face today.”

MRI Scans Lead to Unnecessary Breast Cancer Surgery

Magnetic resonance imaging (MRI) scans of the breasts are so sensitive that they detect large numbers of non-cancerous tumors and lead to unnecessary breast removal surgeries, according to an editorial by surgeon Malcom Kell in the British Medical Journal.
Regular, x-ray-based mammograms have drawn criticism in recent years for their high rate of false positive results – the detection of benign tumors – leading to anxiety in patients and a higher rate of invasive and potentially dangerous procedures such as biopsies and even cancer treatment.
“Women who underwent a surgical biopsy as the result of a false positive mammogram screening ‘were more likely to report their work-up as a stressful experience than those who did not have a biopsy.’ So wrote members of the 1996 Task Force, in a statement of the obvious,” write Gerald E. Markle and Frances B. McCrea in their book What If Medicine Disappeared?
“This anxiety persisted long after the positive test was identified as false.”
Magnetic resonance mammography (MRM) is even more sensitive than standard mammography, and is increasingly being offered to young women who have been judged at high genetic risk for breast cancer. According to a study in The Lancet, MRM detects 92 percent of early breast lesions, while x-ray mammograms detect only 56 percent.
But not all lesions lead to cancer. Indeed, the only major study of MRM use in early cancer detection found that women who used MRM screening had the same risk of cancer recurrence as women who had not used the devices. Breast surgeon Kefah Mokbel of the London Breast Institute estimates that MRMs have a false positive rate of roughly 25 percent.
Even more alarming is evidence that false positives are leading to unnecessary breast removal (mastectomy) surgeries. The same Lancet study found that mastectomy rates were seven times higher among MRM patients than among those not undergoing that type of screening.
“[There is] no compelling evidence that this technique should be routinely used in newly diagnosed breast cancer,” Kell said.
