Business Insider recently spoke with commodities guru Jim Rogers about oil prices, gold, and the global economy. He also shared with us what life is like in Singapore.

This is the first of our multi-part interview with Rogers. Here, he offers his thoughts on commodities and the global economy.

What is feeding into oil prices at the moment?

Iran obviously, is one thing, but another is in the U.S. it’s the infrastructure problem. We have oil but it’s in the wrong places. On the east coast, they use imported oil, and imported oil is higher because of Iran. And it comes from Europe. North Sea production is in decline. There are supply-demand reasons that oil prices are high in many parts of the world. And known reserves of oil are in decline worldwide. And the IEA is going around telling people that known reserves are in a steady decline and we’re going to have a huge problem in a decade or two, a gigantic problem, unless somebody finds a lot of oil very quickly. So underneath the supply-demand, shorter term it’s infrastructure and Iran probably.

At what level do you think oil prices will break the back of the American recovery?

We are going to have a slowdown. Such is the staggering debt that America has, it has caused more and more of a drag on our economy. I would also point out to you that every four to six years we’ve had an economic slowdown in the U.S., since the beginning of time, so by 2012, 2013, 2014, we are well overdue for an economic slowdown for whatever reason. Whether it’s caused by high oil or what, we’re going to have a slowdown in the foreseeable future.

How do you see oil prices impacting consumers in emerging markets, especially in Asia, when many of them are struggling to rein in inflation and drive growth?

Everybody is paying higher prices for oil and that obviously impacts consumption everywhere and its not just oil, its food and everything else that’s going up. There’s inflation everywhere, the U.S. lies about it, I mean the U.S. government lies about inflation but there’s inflation everywhere. I mean I don’t know if you go shopping, but if you do, you know prices are up. The government says they’re not, I don’t know where they shop. Everybody else’s prices are up.

If you could own / invest in just one commodity which would it be?

I guess it would have to be one of the agricultural commodities, it would depend on which is down the most but it would be agriculture I can tell you that.

Shocking Report Says Water Bills to Triple Across USA

With wages stagnant or declining, gasoline and electricity prices on the rise and food prices steadily increasing, the last thing American families need is another increase in a basic necessity. Yet, a new report says that’s exactly what you’re going to get: Water bills that will likely double or triple over the next few years, thanks to the nation’s crumbling water system infrastructure.

A new study and report by the American Water Works Association (AWWA) entitled, Buried No Longer: Confronting America’s Water Infrastructure Challenge, improving and expanding the nation’s underground water systems will cost upwards of $1 trillion over the next 25 years. And, as is always the case, water system users are going to get soaked with the bill.

What does that mean in real dollars and cents? Right now the average family household pays about $400 a year. The fixes that are needed over the next quarter century mean that bills could rise anywhere from $300-$550 a year, meaning water bills could skyrocket to $900 a year or more.

Crumbling infrastructure

Experts will tell you that investing now, rather than later, is a good idea and cheaper in the long run. But that’s hard to swallow for wage earners whose incomes have been stuck in neutral or worse, declining for the past decade. Add to that a raft of new tax hikes and cuts in benefits, and hard-hit Americans are in no mood to fork out even more money in new fees and rate increases.

But that doesn’t change the fact that, without improvements, the nation’s supply and delivery of fresh drinking water is in peril. In fact, the AWWA believes spending to fix the pipes and other infrastructure is likely to rise from $13 billion a year today to $30 billion in 2040.

“Delaying the investment can result in degrading water service, increasing water service disruptions, and increasing expenditures for emergency repairs. Ultimately we will have to face the need to “catch up” with past deferred investments, and the more we delay the harder the job will be when the day of reckoning comes,” said the report.

Not all of the expense of this upgrade will come from higher water bills, though much of it will. Some communities, the report said, will be double-tapped, so to speak.

“Other communities will need to collect significant “impact” or development fees to meet the needs of a growing population. Numerous communities will need to invest for replacement and raise funds to accommodate growth at the same time. Investments that may be required to meet new standards for drinking water quality will add even more to the bill,” it said.

Higher prices for everything

Is this information new? Why, all of a sudden, is water infrastructure such a big concern? Well, nothing about this is new. In fact, the AWWA warned about the nation’s crumbling water infrastructure, and the need to replace, in a report 10 years ago.

“Like many of the roads, bridges, and other public assets on which the country relies, most of our buried drinking water infrastructure was built 50 or more years ago, in the post-World War II era of rapid demographic change and economic growth. In some older urban areas, many water mains have been in the ground for a century or longer,” the report said.

“Given its age, it comes as no surprise that a large proportion of US water infrastructure is approaching, or has already reached, the end of its useful life.”

As unemployment remains stubbornly high at about 9 percent, as gasoline prices rise to nearly $3.75 a gallon on average nationwide, and as wages continue to remain stagnant or decline, you and your family are about to take on another cost increase: higher water bills.

DHS Launches Insurgent-Tracking Drones Over American Soil

The Department of Homeland Security plans to spend up to $50 million dollars on a spy system that has been used to hunt insurgents in Iraq and Afghanistan for the purposes of “emergency and non-emergency incidents” within the United States.

The DHS is seeking four contractors to provide “aerial remote sensing” services, using LIDAR (Light Detection And Ranging) technology fitted to drones or manned aircraft that will provide surveillance capability for “homeland security missions,” as well as “management of emergency incidents by Federal Emergency Management Agency (FEMA) regional offices, joint field offices and by state and local government.”

“DHS believes these airborne images are essential for homeland defense missions, such as planning for National Special Security Events (Super Bowls or a national political conventions come to mind); enhancing border, port and airport security; as well as performing critical infrastructure inventories and assessments,” reports Government Security News, adding that the technology will be used for “emergency and non-emergency incidents nationwide.”

The DHS expects successful contractors to “ensure imagery can be acquired, processed and delivered in 48 hours or less and the ability to support simultaneous missions in multiple geographic locations.”

LIDAR spy technology, which uses ultraviolet, visible, or near infrared light to track objects or people from the sky, has been used in Iraq and Afghanistan to track insurgents. The US military has praised the technology for its proficiency in providing “battlefield surveillance” and being able to easily locate enemy combatants due to it being “especially useful at seeing through foliage.” LIDAR can be deployed using both manned and unmanned aircraft.

The U.S. Air Force “has already deployed an unknown number of LIDAR aircraft to map all of Afghanistan,” reports MSNBC, with the 3-D laser mapping technology also being adapted to work aboard U.S. Special Forces helicopters such as the Blackhawk or Chinook to help hunt insurgents.

According to Raytheon, one of the companies that develops LIDAR, the technology is adept at tracking “people in crowded environments for safety and security,” because unlike traditional surveillance methods, LIDAR is honed to measure characteristics of individuals and keep them tracked within a “grid cell” so they cannot evade detection.

Under the terms of the recently passed National Defense Authorization Act, the whole of America has been defined as a battlefield, with the government reserving the power to have “belligerents,” including American citizens, arrested and detained indefinitely without trial.

The DHS Defends Globalism, Not America

The Department Of Homeland Security is the very epitome of unnecessary bureaucracy. Its formation was predicated on the existence of terrorist threats, many of which the U.S. government and orbiting alphabet agencies either created through acts of war, or fabricated out of thin air. Its policies of centralization were sold to the public as necessary to prevent systemic “miscommunications” that never actually took place. Throughout our history, it has been a rare occasion indeed when an attack falls upon American infrastructure or interests that was not influenced, directly or indirectly, by the actions of agencies which were supposedly employed to prevent such events from ever occurring. Whether through ‘blowback’, or through ‘false flag’, frankly, most of the harm that comes to our nation is perpetrated by the guiding hand of our inexorably corrupt government.

Knowing that the DHS was established on false pretenses forces us to question the agency’s true intentions, especially when a professional fear-monger like Secretary Janet Napolitano announces that the globalization of the world economy falls within her jurisdiction:

Average citizens would assume that the DHS is a U.S.-centric institution, and regardless of its Orwellian behavior, is at the very least a distinctly American brand of tyranny. However, under encroaching strategies enforced since 2006 through the National Infrastructure Protection Plan (NIPP), it is becoming very apparent that the Department Of Homeland Security is quickly taking on an “all-of-nation” role, most prominently in the defense of globalization:

In her most recent op-ed / propaganda piece published by Reuters, Napolitano makes it clear that the business of the DHS is lately focused on what she calls “global supply chain security”. This by itself could be seen as a perfectly logical extension of the DHS mandate to protect America. Unfortunately, the situation is not that simple. A few talking points and guidelines within the NIPP platform are rather disturbing, and create an open door for the internationalization of the DHS.
