Reading The Tea Leaves On Obama’s New Military Strategy

Earlier today, President Obama unveiled a revamped national military strategy in a major address at the Pentagon. While the full details of the strategy—dubbed “Sustaining U.S. Global Leadership: Priorities for 21st Century Defense”—have yet to be disclosed, early reports offer some important insights into the Administration’s evolving national security and defense priorities.
Transitioning beyond the War on Terror. In his remarks, President Obama emphasized that the White House was “turning the page on a decade of war,” and that the U.S. withdrawals from both Iraq and Afghanistan are part of that process. So too, according to the President, is a reorientation of U.S. military strategy toward a qualitatively new set of strategic priorities. This suggests that, with the death of Osama bin Laden, the White House is eager change the conversation away from counterterrorism, even though al-Qaeda and other terrorist actors still represent a serious threat.
More emphasis on cyberspace. The strategy pledges new investments in defense against hostile intrusion and cyber attack. This is an area where the Obama administration, for all of its rhetoric to the contrary, has done comparatively little. Of the 24 near- and medium-term priorities for bolstering national cybersecurity outlined by the Administration in its May 2009 cybersecurity review, the Government Accountability Office last year found just two to have been fully implemented. The U.S. military, to its credit, has done a bit more. Yet a comprehensive strategy for cyberoffense and cyberdefense remains a long way off. That the Pentagon now plans to invest more heavily on those fronts is unequivocally a good thing.
A retreat from Europe? The strategy suggests a major shift in America’s relations with Europe is in the offing, stressing that the U.S. presence on the Old Continent must “evolve.” What that means, concretely, remains to be seen. Most likely, it foreshadows a reduction of U.S. troop basing there in favor of deployments in Asia, a region that has taken center stage on the Administration’s foreign policy agenda of late. But political compromises could figure into the equation as well, since the Obama administration’s efforts to erect a missile shield in Europe have met with stiff resistance from the Kremlin, and the White House is still heavily invested in its “reset” of relations with Russia. As such, it could easily be tempted to pivot away from the idea of defending Europe from ballistic missile attack—something that would leave vulnerable Eastern European allies in the cold while handing Moscow a major geopolitical victory.

US Government: No Pictures Of Osama Bin Laden’s Body

“Doesn’t anyone think it’s odd that there is NO evidence of Osama Bin Laden being buried at sea? I guess it’s just better to beleive what you’re told like a sheep.” –KTRN
Months ago, I asked the Pentagon for its visual records of Osama bin Laden’s sea burial under the Freedom of Information Act. Today, I received a thick packet of No— a complete denial that any records exist. Read it.
The core of the response is this: the Office of the Chairman of the Joint Chiefs of Staff, United States Special Operations Command, and the Department of the Navy all had their records searched. Nothing. Admiral Mike Mullen’s email was scanned. Nothing. The Pentagon claims not a single person aboard the USS Carl Vinson, where Bin Laden’s remains were disposed of, took a single picture. Not a single email from the ship makes reference to photo or video. Essentially: nobody in the military has evidence. So did these things ever exist? If so, they’re in a filing cabinet at the CIA, where they’ll be safe for the rest of time.

Afghanistan To Back Pakistan If Wars With U.S. Middle East Is On To America’s Schemes

Afghanistan would support Pakistan in case of military conflict between Pakistan and the United States, Afghan President Hamid Karzai said in an interview to a private Pakistani TV channel broadcast on Saturday.
The remarks were in sharp contrast to recent tension between the two neighbors over cross-border raids, and Afghan accusations that Pakistan was involved in killing the chief Afghan peace envoy, former Afghan president Burhanuddin Rabbani, by a suicide bomber on September 20.
“God forbid, If ever there is a war between Pakistan and America, Afghanistan will side with Pakistan,” he said in the interview to Geo television.
“If Pakistan is attacked and if the people of Pakistan needs Afghanistan’s help, Afghanistan will be there with you.”
Such a situation is extremely unlikely, however. Despite months of tension and tough talk between Washington and Islamabad, the two allies appear to be working to ease tension.
In a two-day visit to Islamabad, U.S. Secretary of State Hillary Clinton issued stern warnings and asked for more cooperation in winding down the war in Afghanistan, but ruled out “boots on the ground” in North Waziristan, where Washington has been pushing Pakistan to tackle the Haqqani network.
The Haqqani are a group of militants Washington has blamed for a series of attacks in Afghanistan, using sanctuaries in the Pakistani tribal region along the Afghan border.
Pakistan is seen as a critical to the U.S. drive to end the conflict in Afghanistan.
Pressure on Islamabad has been mounting since U.S. special forces found and killed Osama bin Laden in May in a Pakistani garrison town, where he apparently had been living for years.
The secret bin Laden raid was the biggest blow to U.S.-Pakistan relations since Islamabad joined the U.S. “war on terror” after the September 11, 2001, attacks on the United States.
Karzai said tensions between the United States and Pakistan did not have any impact in his country’s attitude toward Pakistan.
The TV channel, Geo, did not say when the interview was conducted.
Afghans have long been suspicious of Pakistan’s intentions in their country and question its promise to help bring peace. Karzai repeated that concern in his remarks.
“Please brother, stop using all methods that hurt us and that are now hurting you.
“Let’s engage from a different platform, a platform in which the two brothers only progress toward a better future in peace and harmony,” he said.
Following the death of Rabbani, Karzai said he would cease attempting to reach out to the Afghan Taliban and instead negotiate directly with Pakistan, saying its military and intelligence services could influence the militants to make peace.

Anwar al-Aulaqi, U.S.-Born Cleric Linked To Al-Qaeda, Reported Killed In Yemen

Anwar al-Aulaqi, a radical U.S.-born Muslim cleric and one of the most influential al-Qaeda operatives wanted by the United States, was killed Friday in an airstrike in northern Yemen, authorities said, eliminating a prominent recruiter who inspired attacks on U.S. soil.
In Washington, a senior Obama administration official confirmed that Aulaqi is dead.
A U.S. counterterrorism official said intelligence indicates that the 40-year-old cleric, a dual national of the United States and Yemen, perished in an attack on his convoy by a U.S. drone and jet, the Associated Press reported.
The news agency later reported that a second U.S. citizen, who edited an al-Qaeda magazine, was killed with Aulaqi in the airstrike.
The Yemeni Defense Ministry, in a text message sent to journalists, announced that “the terrorist Anwar al- Aulaqi has been killed along with some of his companions,” but did not provide further details. Aulaqi has been falsely reported killed before. He has been the target of previous U.S. strikes and was quoted as laughing off an attempt to kill him in May.
In a separate e-mailed statement, the Yemeni government said Aulaqi was “targeted and killed” five miles from the town of Khashef in Yemen’s northern Jawf province, 87 miles east of the capital Sanaa. The attack, the statement said, was launched at 9:55 a.m. Friday local time.
While the Defense Ministry said Aulaqi was killed in Marib province, other government sources said he was killed in neighboring Jawf province.
A Yemeni security source, speaking on the condition of anonymity because he was not authorized to speak to the media, said Aulaqi was killed in an airstrike, possibly by an unmanned American drone. The Obama administration in recent months has escalated the use of drones to target al-Qaeda-linked militants in Yemen and Somalia.
If true, Aulaqi’s death would be considered a significant victory in the U.S. war against global terrorism. It comes less than five months after U.S. Navy SEALs killed Osama bin Laden, leader of the al-Qaeda network, in a raid on his hideout in Abbottabad, Pakistan.
Aulaqi, born in New Mexico to Yemeni parents, has been implicated in helping to motivate several attacks on U.S. soil. He is said to have inspired an Army officer who allegedly killed 13 people in a November 2009 shooting rampage at Fort Hood, Tex., as well as a Nigerian student accused of attempting to bomb a Detroit-bound airliner the following month and a Pakistani American man who tried to set off a car bomb in New York City in May 2010. Aulaqi has also been linked to an attempt in 2010 to send parcel bombs on cargo plans bound for the United States.
In April 2010, the Obama administration authorized his targeted killing. U.S. officials alleged that he is a top leader in al-Qaeda’s Yemeni wing, al-Qaeda in the Arabian Peninsula (AQAP).
Aulaqi, who lived in Virginia and was the imam of the Dar al-Hijrah mosque in Falls Church, left the United States in 2002. He was detained in Yemen in 2006 at the request of the United States but was released later that year. His lectures in English on Islamic scripture have drawn in countless followers online.

CIA Organized Fake Vaccination Drive To Get bin Laden’s Family DNA

The CIA organised a fake vaccination programme in the town where it believed Osama bin Laden was hiding in an elaborate attempt to obtain DNA from the fugitive al-Qaida leader’s family, a Guardian investigation has found.
As part of extensive preparations for the raid that killed Bin Laden in May, CIA agents recruited a senior Pakistani doctor to organise the vaccine drive in Abbottabad, even starting the “project” in a poorer part of town to make it look more authentic, according to Pakistani and US officials and local residents.
The doctor, Shakil Afridi, has since been arrested by the Inter-Services Intelligence agency (ISI) for co-operating with American intelligence agents.
Relations between Washington and Islamabad, already severely strained by the Bin Laden operation, have deteriorated considerably since then. The doctor’s arrest has exacerbated these tensions. The US is understood to be concerned for the doctor’s safety, and is thought to have intervened on his behalf.
The vaccination plan was conceived after American intelligence officers tracked an al-Qaida courier, known as Abu Ahmad al-Kuwaiti, to what turned out to be Bin Laden’s Abbottabad compound last summer. The agency monitored the compound by satellite and surveillance from a local CIA safe house in Abbottabad, but wanted confirmation that Bin Laden was there before mounting a risky operation inside another country.
DNA from any of the Bin Laden children in the compound could be compared with a sample from his sister, who died in Boston in 2010, to provide evidence that the family was present.
