WHO: Deadly Bird Flu Studies To Stay Secret For Now

Two studies showing how scientists mutated the H5N1 bird flu virus into a form that could cause a deadly human pandemic will be published only after experts fully assess the risks, the World Health Organization (WHO) said on Friday.

Speaking after a high-level meeting of flu experts and U.S. security officials in Geneva, a WHO official said an agreement had been reached in principle to keep details of the controversial work secret until deeper risk analyses have been carried out.
“There is a preference from a public health perspective for full disclosure of the information in these two studies. However there are significant public concerns surrounding this research that should first be addressed,” said Keiji Fukuda, the WHO’s assistant director-general for health security and environment.
The WHO called the meeting to break a deadlock between scientists who have studied the mutations needed to make H5N1 bird flu transmit between mammals, and the U.S. National Science Advisory Board for Biosecurity (NSABB), which wanted the work censored before it was published in scientific journals.
Biosecurity experts fear mutated forms of the virus that research teams in The Netherlands and the United States independently created could escape or fall into the wrong hands and be used to spark a pandemic worse than the 1918-19 outbreak of Spanish flu that killed up to 40 million people.
WHO spokesman Gregory Hartl said that because of these fears, “there must be a much fuller discussion of risk and benefits of research in this area and risks of virus itself”.
But a scientist close to the NSABB who spoke to Reuters immediately after the decision said the board was deeply “frustrated” by it.
The only NSABB member attending the meeting was infectious disease expert Paul Keim of Northern Arizona University and he “got the hell beat out of him”, the source said.
“It was a closed meeting dominated by flu people who have a vested interest in continuing this kind of work,” he added.
The WHO said experts at the meeting included lead researchers of the two studies, scientific journals interested in publishing the research, funders of the research, countries who provided the viruses, bioethicists and directors from several WHO-linked laboratories specializing in influenza.
The H5N1 virus, first detected in Hong Kong in 1997, is entrenched among poultry in many countries, mainly in Asia, but so far remains in a form that is hard for humans to catch.
It is known to have infected nearly 600 people worldwide since 2003, killing half of them, a far higher death rate than the H1N1 swine flu which caused a flu pandemic in 2009/2010.
Last year two teams of scientists – one led by Ron Fouchier at Erasmus Medical Center and another led by Yoshihiro Kawaoka at the University of Wisconsin – said they had found that just a handful of mutations would allow H5N1 to spread like ordinary flu between mammals, and remain as deadly as it is now.
This type of research is seen as vital for scientists to be able to develop vaccines, diagnostic tests and anti-viral drugs that could be deployed in the event of an H5N1 pandemic.
In December, the NSABB asked two leading scientific journals, Nature and Science, to withhold details of the research for fear it could be used by bioterrorists.
They said a potentially deadlier form of bird flu poses one of the gravest known threats to humans and justified the unprecedented call to censor the research.
The WHO voiced concern, and flu researchers from around the world declared a 60-day moratorium on Jan. 20 on “any research involving highly pathogenic avian influenza H5N1 viruses” that produce easily contagious forms.
Fouchier, who took part in the two-day meeting at the WHO which ended on Friday, said the consensus of experts and officials there was “that in the interest of public health, the full paper should be published” at some future date.
“This was based on the high public health impact of this work and the need to share the details of the studies with a very big community in the interest of science, surveillance and public health on the whole,” he told reporters.
Asked about the potential bioterrorism risks of his and the U.S. team’s work, Fouchier said “it was the view of the entire group” at the meeting that the risks that this particular virus or flu viruses in general could be used as bioterrorism agents “would be very, very slim”.
“The risks are not nil, but they are very, very small,” he said.

Anti-Terror Operations Conducted Secretly for Years

Since the Sept. 11 terrorist attacks, the New York Police Department has become one of the nation’s most aggressive domestic intelligence agencies, targeting ethnic communities in ways that would run afoul of civil liberties rules if practiced by the federal government, an Associated Press investigation has found.
These operations have benefited from unprecedented help from the CIA, a partnership that has blurred the line between foreign and domestic spying.
The department has dispatched undercover officers, known as “rakers,” into minority neighborhoods as part of a human mapping program, according to officials directly involved in the program. They’ve monitored daily life in bookstores, bars, cafes and nightclubs. Police have also used informants, known as “mosque crawlers,” to monitor sermons, even when there’s no evidence of wrongdoing.
Neither the city council, which finances the department, nor the federal government, which has given NYPD more than $1.6 billion since 9/11, is told exactly what’s going on.
Many of these operations were built with help from the CIA, which is prohibited from spying on Americans but was instrumental in transforming the NYPD’s intelligence unit.
A veteran CIA officer, while still on the agency’s payroll, was the architect of the NYPD’s intelligence programs. The CIA trained a police detective at the Farm, the agency’s spy school in Virginia, then returned him to New York, where he put his new espionage skills to work inside the United States.
And just last month, the CIA sent a senior officer to work as a clandestine operative inside police headquarters.
In response to the story, the Council on American-Islamic Relations, a leading Muslim civil rights organization, called on the Justice Department to investigate. The Justice Department said Wednesday night it would review the request.
“This is potentially illegal what they’re doing,” said Gadeir Abbas, a staff attorney with the organization.
The NYPD denied that it trolls ethnic neighborhoods and said it only follows leads. Police operations have disrupted terrorist plots and put several would-be killers in prison.
“The New York Police Department is doing everything it can to make sure there’s not another 9/11 here and that more innocent New Yorkers are not killed by terrorists,” NYPD spokesman Paul Browne said. “And we have nothing to apologize for in that regard.”
AP’s investigation is based on documents and interviews with more than 40 current and former New York Police Department and federal officials. Many were directly involved in planning and carrying out these secret operations for the department. Though most said the tactics were appropriate and made the city safer, many insisted on anonymity, because they were not authorized to speak with reporters about security matters.
In just two episodes showing how widely the NYPD cast its net, the department sought a rundown from the taxi commission of every Pakistani cab driver in the city, and produced an analytical report on every mosque within 100 miles, officials said.
One of the enduring questions of the past decade is whether being safe requires giving up some liberty and privacy. The focus of that debate has primarily been federal programs like wiretapping and indefinite detention. The question has received less attention in New York, where residents do not know for sure what, if anything, they have given up.

The Dirty Little Secret of the Meat Industry

Are you eating meat cemented together by “meat glue”? It may sound shocking and far-fetched to most people, but a recent news story covered by the Australian Today Tonight show unveils how the meat you’re eating could be made up of scraps glued together to form a deceptively “normal” piece of meat.
Just as big pharma supplies dangerous substances to countless people worldwide, the meat industry may not be far behind in such nefarious deeds. Using a special product called “meat glue”, meat suppliers have been caught using meat scraps, too small to sell, to create normal sized portions of meat for distribution. This misleading sales tactic is so effective that even experts can’t tell the difference between a regular piece of meat and a piece of meat tainted with “meat glue”.
What exactly is “meat glue”?
Meat glue is an enzyme known as transglutaminase. According to the report, many meat glues are created by cultivating bacteria. As shocking as it may sound, other meat glues are made from the blood plasma of pigs and cows, specifically the coagulant that makes blood clot. This “special enzyme” is so toxic that people working with the product must use masks as to not breathe it in. If meat suppliers are allowed to put it in our meat for us to eat, why can’t they breathe it in?
The dangers and ethics of transglutaminase
In May of 2010, the European Union moved to ban “meat glue” due to its misleading and non-beneficial properties. By allowing these fake pieces of meat to be sold incognito, consumer’s virtually have no way of telling what they are purchasing. Just as the labeling of GMO foods is not required, food manufacturers are not obligated to let consumers know which products contain toxic meat glue. Expensive steaks at many markets may actually be smaller pieces of meat held together by meat glue, making them worth a fraction of the cost and dangerous to consume.
In addition to the deception that goes along with meat glue, the risk of obtaining food poisoning associated with products that contain meat glue increases dramatically. According to the Australian television report, the bacterial contamination of meat glued steak is hundreds of times higher than authentic pieces of steak. This is also problematic due to the fact that glued meat is much harder to cook, thus making it harder to kill the bacteria. Once food poisoning is present, it is impossible to trace the exact source when multiple pieces of meat are glued together from different animals.
Conventional meat isn’t much better
Although this shocking story unveils the hazards of meat tainted with meat glue, would eating “conventional” meat products be much better? The answer is almost always “no.” Conventional meat is injected with hormones and antibiotics and is thoroughly contaminated by pesticides. Animals are often locked in small cages or are raised in prison-like farms that force the animals to consume genetically modified corn instead of grass. Although it seems like the only creatures affected by these alterations are the animals themselves, that notion is far from true. Most of the population consumes meat, and by corroding the world’s meat supply with meat glue, the human population ultimately suffers.
